Chief Executive Officer (CEO)
Deborah Kobza has led ITCOE's rise as one of the leading
information technology best practice and education organizations in the U.S. Ms.
Kobza served as Director/CIO in 2004 and was elected Executive Director/CEO in
2007.
Certified in the Governance of Enterprise Information Systems (CGEIT), Ms. Kobza
has 25+ years of expertise in strategic planning, business & technology executive management,
analysis, design, information security, quality assurance, computer systems
validation. and instructional design.

Chief Technology Officer (CTO)
Josh Singletary leads and
directs evaluation and implementation of appropriate enterprise technology solutions
derived from proven best practices, aligning with the strategic business
objectives of ITCOE and client requirements, policies and directives.
Mr. Singletary joined ITCOE in 2007
bringing more than 10+ years of experience in business process and technology
analysis, serving as the bridge between technologists and program areas to make
disciplined, proactive IT investment decisions.
